Rust 1.99.1 point release fixes a wcslen link error and an x86_64 FFI bool return bug

The update also repairs rust-lld on macOS when the compiler runs without the rustup proxy.

The Rust team has published 1.99.1, a point release that addresses three regressions from earlier versions. Users on the stable channel can update with rustup update stable.

The first fix adds a fallback wcslen to compiler-builtins. Some targets hit link errors because an LLVM optimization pass can introduce calls to that function, and UEFI targets using std were broken as a result.

The second corrects a miscompilation where Rust functions returning bool over FFI on x86_64 could leave extra bits set in the return register, so callers might see values other than 0 or 1. The return type is again marked for zero-extension, as the ABI requires.

The third makes rust-lld build with an rpath for libLLVM.dylib, so the linker runs on macOS even when the compiler is invoked directly rather than through rustup. Projects that target UEFI or pass bool values across FFI should move to 1.99.1.
